Strategic Gaming Club Constitution & Bylaws

Article I

Section 1. The name of this organization shall be The CSUSM Strategic Gaming Club, hereafter referred to as "SGC."

Article II

Section 1. This organization was formed to allow its members to play games, especially computer games, in accordance with school policy and to promote competition and good sportsmanship among its members while heightening their critical thinking and strategy skills.

Article III

Section 1. This club is not affiliated with any local, state, or national organization.

Article IV

Section 1. All members must be currently enrolled students with at least a 2.0 GPA, faculty, staff or alumni on the CSUSM computing system.

Section 2. Aspiring members must submit, in writing, their desire to join by providing their full name, social security number, proof of affiliation with CSUSM, and an Admissions and Records validated GPA where appropriate. Membership must be approved by the Club's Advisor and executive officers (Defined in Article V: Officers).

Section 3. The Advisor or 2/3 of the votes of the executive officers and Game Commanders may deny, revoke, or suspend membership for reasons of behavior unbecoming a Club member, as set forth in the Code of Conduct and Constitution.

Section 4. Voting membership is limited to club members and the advisor.

Section 5. At least eighty percent (80%) of all members of the Organization shall be matriculated, currently enrolled students at CSU, San Macros.

Section 6. Membership in the Organization will not be denied to anyone on the basis of race, religion, national origin, age, sex, disability, veteran's status, or sexual orientation, except as sanctioned by law (California Administrative Code, Title 5, Section 41500; Education amendments of 1972, Title IX).

Section 7. There shall be no hazing.

Article V

Section 1. The officers of this organization will be a President, a Vice-President of the Interior, a Vice-President of the Exterior, a Secretary, a Treasurer, and a Game Commander (for each formally recognized gaming system). Each office shall have a term consisting of one (1) semester, including the winter or summer sessions which immediately follows the regular semester term. The term begins at the conclusive result of elections and ends the first day that the following semester classes begin.

Section 2. Each formally recognized, actively played, game system shall have a leader who shall be given the title of Game Commander for that game system. Game Commanders shall not concurrently be executive officers since each officer may only cast one vote. Formally recognized game systems shall be those which have at least twenty percent (20%) of club membership on their rosters (members may be listed on more than one roster).

Section 3. Vacancies within an executive office shall be filled by majority vote of the voting membership. Vacancies within Game Commander offices shall be filled by a process decided upon by the gaming system players (i.e. "trial of merit," electoral vote, etc.).

Section 4. All executive officers of this organization shall be matriculated, currently enrolled students at CSU, San Marcos with a GPA of 2.0 or greater.

Article VI

Section 1. The President shall chair all club meetings and assign duties to executive officers and commanders as needed. The President shall oversee all executive officers and assume the responsibility and duty of any position should an executive officer become unable to perform within the Code of Conduct. The president is responsible for insuring the integrity of the club, the compliance of the club to its constitution and Code of Conduct, and determining club and membership needs. It is the duty of the President to hear the views of all members and to suggest goals or legislation for the club membership to adopt or ratify.

Section 2. The Vice-President of the Interior shall serve as the President Protem in the event that she or he is unable to serve. She or he is responsible for handling internal problems and conflicts between the members and promoting the safety of all club members. The Vice-President of the Interior is also responsible for reporting club activities to the general membership and to the Club's Advisor. It is the Duty of the Vice-President of the Interior to encourage fairness and good-sportsmanship in all of the club's members.

Section 3. The Vice-President of the Exterior shall represent the Club in dealing with non-campus issues, individuals, and/or organizations. The Vice-President of the Exterior is responsible for knowing what school policies affect the Club, and notifying the executive officers of school policy changes which may affect the club.

Section 4. The Secretary shall record the events of all meetings and club functions. The Secretary is responsible for record keeping at meetings, tallying of votes, and distributing club related information to its members.

Section 5. The Treasurer shall maintain a list of members, accept dues (if any), record and maintain club funds (if any), and provide financial reports concerning club moneys at the end of the semester to all appropriate individuals or organizations. The treasurer is responsible for all club funds and their use as directed by the organization. It is the duty of the Treasurer to insure proper use of club funds.

Section 6. A Game Commander shall assist with set-up and removal of any temporary changes made to the computers, room(s), or environment due to club activities. Each Game Commander is responsible for coordinating tournaments and tallying scores. It is the duty of every Game Commander to help players learn how to install, un-install, and play the game system for which they are responsible.

Article VII

Section 1. All executive officers must be nominated by at least two (2) members of the club. The duties and responsibilities of each office must be read aloud before any nominations begin. Nominations shall take place during a general membership meeting, at least two (2) weeks prior to elections. Anyone nominated by at least two (2) members will have their name added to the ballot, unless they decline the nomination. A person may be nominated for multiple positions, but can only run for a single office.

Section 2. Elections for officer positions (executive and Game Commanders) shall take place at the end of the semester, for placement in the next full-term semester.

Section 3. Members shall cast votes either by signed secret proxy or by secret ballot.

Section 4. All members of the SGC may cast one (1) vote per office.

Section 5. Officers shall be elected by a plurality vote. A plurality vote means that one candidate received more votes than any other single candidate. In the event of a tie, another election is immediately held for that office only. In the event of another tie, the club advisor will break the tie.

Article VIII

Section 1. The time and place of officer placement is at the first general meeting of the next full-term semester. Each new officer must then announce themselves to the general membership and agree to serve their office for the club as defined by the club membership.

Article IX

Section 1. A general membership meeting should be held once a month. The meeting of the officers and the general membership meeting may coincide.

Section 2. Club Advisor shall reserve the right to call special meetings which may not conform to the time constraints listed in Article IX, Section 3.

Section 3. Members may be notified by phone, e-mail, newsletter, or newsgroup. Meeting times should be publicized at least one week prior to meeting time (emergency meetings, not withstanding).

Section 4. A quorum shall consist of any two (2) executive officers, any two (2) Game Commanders, and any five (5) general members; any officer may serve as a general member or as an officer but not both simultaneously.

Section 5. The Parliamentary authority of this organization shall be the CSU, San Marcos Strategic Gaming Club Constitution and the Code of Conduct.

Section 6. No person shall be denied attendance during any meeting.

Article X

Section 1. The Club's Advisor shall have authority to name or disband committees and committee chairpersons.

Article XI Section 1. There shall be no fees or dues charged to obtain club membership.

Article XII

Section 1. Club documents may be amended by a motion receiving two thirds (2/3) of all votes at any general meeting, where quorum has been met.

Section 2. An amendment must be presented to the general membership 2 weeks prior to the time of the vote.

Section 3. Amendments must be voted upon within a regular school semester and not during the summer or winter sessions.

Section 4. An amendment becomes effective immediately when voted into law.
